TANDEM: Cultural Managers Exchange Program

The TANDEM: Cultural Managers Exchange Program began its adventure in the first months of 2011. A total of 33 participants selected by an open call took part in the program that aims to encourage long-term collaboration between cultural managers from Turkey and European Union countries.

The program brought together 11 cities from Turkey (Antakya, Batman, Bursa, Çanakkale, Diyarbakır, Eskişehir, Istanbul, İzmir, Mardin, Mersin and Trabzon) and 12 cities from Europe (Amsterdam, Berlin, Crook, Dortmund, Duisburg, Krakow, Leipzig, Ljubljana, Riga, Stuttgart, Paris and Trento). 33 representatives from these cities met in September 2011, selected the persons and institutions with whom they would like to develop a project together and took the first steps of the project.

In order to gain knowledge about different cities and cultures, and to work together, the European participants spent 10 days in Anatolian cities, and participants from Turkey did the same in the cities of their European partners. Trips to many cities in Turkey from Eskişehir to Diyarbakır, from Trabzon to Batman and from Istanbul to Antakya provided an opportunity to make new acquaintances not only for Europeans but also for participants from Turkey, and new partnerships emerged. In meetings held in Istanbul and Berlin with all participants, the visits to cities were assessed and observations were shared.

Program participants visited each other over a period of two years, enriched their cultural and artistic experiences and developed 16 process-focused projects; with form and content they entirely designed themselves. The projects that they developed, ranging from performances to art workshops with children, from literary work to contemporary art exhibitions, were formed via collaborations between Anatolian and European cities. In addition to the participation funding secured for the project, participants raised additional support from many local and international institutions and corporations.


At the Final Meeting of TANDEM held at DEPO in Istanbul from 1 to 4 November 2012, the art projects produced by all TANDEM participants were exhibited as installations within the Treasury Tents designed by Jakup Szczęsny. In addition to the children’s workshops carried out by TANDEM participants throughout November and December 2012, the videos developed and produced during TANDEM also travelled to Anatolian cities. TANDEM was completed with the final and assessment meeting held in Berlin from 14 to 17 December 2012.
